卜宁一(生卒年不详)，日照人，字中三。初居县城，后迁皋陆。1739年(乾隆四年)考中进士，授礼部主事，不久升为御史。后出任四川盐道。他改革盐法，实行坍井免征、新井加税，受到朝廷褒奖。升任四川按察使时，集资建了贡院和栈阁，并筑成绵川等城。后奉调回京，任教于金台书院，培养了大批知名学生。他为官清廉，年及七十，告老还乡，除衣服被褥外，只有几箱图书。
